Found a couple interesting patch notes in WoWS:

• Kitakami: added the Engine Boost consumable
• Kitakami: increased the effective aiming angles for torpedo tubes For the cruiser Mogami, reduced the aiming speed of the main turrets, and reduced the hit points of these turrets by 20%

Saw that as well. Honestly though, I only see it as an arena denial weapon. Not very useful

For the moment, yes. However, a couple of the devs have been quoted as stating she *will* return for normal players.
